Comprehensive Energy Assistance Program

Dallas County Health and Human Services aims to increase the efficiency of energy usage in a safe manner for eligible Dallas County residents in low-income households.

The program provides relief to low-income residents of Dallas County.

As part of the CEAP program, DCHHS assists households with

  • elderly and disabled residents who often are most vulnerable to high energy costs
  • a co-payment utility assistance plan for six to 12 months
  • an energy-related crisis
  • retrofit, repair or replacement of inefficient heating/cooling appliances

Eligibility

Dallas County residents who are interested in applying for CEAP should call
214-819-1848 to schedule an appointment.

Applicants must provide current electric and gas bills.

An identification card or driver’s license is required by the head of household.

Applicants are asked to provide Social Security cards for all household members, however, applicants are not disqualified if they don't have one.

All household members are required to show proof of all income earned (or unearned) in the last 30 days.

Disabled residents who are not receiving Social Security disability may be asked to provide a medical statement detailing the length of disability.
