Welfare Services

Dallas County Health and Human Services provides short-term emergency financial assistance to eligible Dallas County residents. DCHHS’ program functions as a safety net for indigent residents. The county’s welfare program is temporary and serves to assist residents until they are able to return to work or until they are able to gain assistance from other resources.

As part of the services offered through the welfare program, DCHHS assists residents with

  • rent
  • room and board
  • utilities
  • transportation
  • food


Dallas County residents who receive welfare services are disabled or their primary caretaker is disabled.

Applicants must provide original utility bills and the resident’s current lease.

An identification card or driver’s license is required by the head of household.

All household members are required to show proof of their Social Security cards and proof of all income earned (or unearned).

A medical statement signed by the doctor detailing the patient’s current condition and the length of disability is required for submission.

Award letters and documents detailing benefits received are also required.

If an applicant receives housing assistance from any other source, they are not eligible for welfare services provided by DCHHS.
