Dallas County accepts businesses that have been certified by the North Central Texas Regional Certification Agency (NCTRCA) in one of the following categories:

  • Minority Business Enterprise (MBE)
    • A business concern owned by citizens of the U.S. Membership includes African American, Hispanic American, Native American, Asian-Pacific American, Asian-Indian American, and other minorities approved by NCTRCA, and that is
    • 51% or more owned by one or more of the above, and whose
    • Management and daily operation is controlled by one or more of the above.

  • Women Business Enterprise (WBE)
    • A business concern owned by citizens of the U.S., and that is
    • 51% or more owned by one or more women, and whose
    • Management and daily business operation is controlled by one or more women
  • Disadvantaged Business Enterprise (DBE) - An independent for-profit small business.
    • Which is at least 51% owned and controlled by one or more socially and economically disadvantaged individuals, or in the case of any publicly owned business, at least 51% of the stock of which is owned by one or more socially and economically disadvantaged individuals; and
    • Whose management and daily business operations are controlled as defined here in, by one or more of the socially and economically disadvantaged individuals who own it; and
    • Which receives certification by the Agency as meeting the requirements stated in this definition; and
    • Which meets the size standards of 13 CFR Part 121.2 and other relevant regulations.
