| The Ryan White Planning Council of the Dallas Area: Is responsible for 12 different counties all across North Texas. These consist of the Eligible Metropolitan Area (EMA), Dallas HIV Service Delivery Area (HSDA) and the Sherman-Denison HSDA.  RWPC Mission: The mission of the Ryan White Planning Council of the Dallas Planning Area is to optimize the health and well-being of people living with HIV/AIDS, through coordination, evaluation, and continuous planning, to improve the North Texas regional system of medial, supportive, and prevention services.
