Description:
The Loop 9 Transportation Study, a project led by TXDOT in partnership with the area's communities, Ellis County, and the North Central Texas Council of Governments (NCTCOG), is developing solutions to improve east-west corridor mobility and traffic safety in the area.  The Loop 9 Transportation Study involves the development of a Draft Environmental Impact Statement (DEIS) and evaluation alternatives, followed by a Final Environmental Impact Statement (FEIS) identifying the Locally Preferred Alternative (LPA).  This project would then be added to the region's long-range transportation plan and funding sought to implement it.

The projects is 40 miles long.

Cost and Funding:
Very preliminary costs are estimated at $4 billion.   However, funding has not been identified at this time.

Current Status:
Parsons Transportation Group Inc. (Parsons), the lead consulting firm for the Loop 9 DEIS, was initially retained by Dallas County in 1994 to conduct the Loop 9 Feasibility and Route Alignment Study.  The initial effort concluded in 1997 with a Technically Preferred Alternative being identified. However, due to some technical (fatal) flaws with the alignment, the study was suspended before unanimous agreement on a Locally Preferred Alternative (LPA) was reached amongst the various jurisdictions in the Loop 9 corridor.

The current study will be an update of the 1995 study as well as incorporate new environmental mandates for an Environmental Impact Statement (EIS).  The Major Investment Study (MIS) /National Environmental Policy Act (NEPA) process will run concurrently with this work.

TXDOT’s Project Manager Tim Nesbitt is in the process of organizing stakeholders meetings in addition to the continuing holding public meetings.

It is important to note that the environmental documents are being reviewed by FHWA, with an anticipated selection of the preferred alternate alignment being decided by Summer 2009. It is anticipated that FHWA will issue a Record of Decision in late 2009. Once that process is complete, TXDOT can then start acquiring right of way parcels.
