President George Bush Turnpike (PGBT) - Eastern Extension

Project Description:
The President George Bush Turnpike (PGBT) Eastern Extension is a 9.9 mile piece of the outer loop that will connect I-30 to the existing PGBT. It is part of the Loop 9/State Highway 190 envisioned in the 1960s. Eastern Extension will pass through Garland, Sachse, Rowlett, and includes a one-mile bridge over Lake Ray Hubbard (Dallas).

The Eastern Extension originally received environmental clearance from the Federal Highway Administration in January 2005, giving approval to begin design and construction. However, a Re-evaluation was required and on July 1, 2008, the Re-Evaluation was approved by FHWA.

Cost and Funding:
$1.04 billion.  Funding partners include NTTA ($607 m), TXDOT ($413 m), Garland ($9.1 m), Rowlett ($5.4 m), and Sachse ($585,000).

Miller Road
(City of Rowlett)

* There are several sections of this road that have been completed, are under construction, or are planned for future construction.

Description:
Replace 2 lanes of asphalt with 4 divided lanes of concrete with medians.

Cost and Funding:
*From Garland City Limit to Rowlett Road –  COMPLETED 2008!
Project Cost $9.5 million.  The County has contributed $3.2 million and the City of Rowlett has contributed $6.4 million.
Construction began April 2006 and opened to traffic in August 2008.

*From Kirby Road to Skyline –  COMPLETED 2003! Total Project Cost was $4.3 million with Dallas County contributing $3.7 million from bond sales, and the City of Rowlett contributing approximately $500,000 (most for city water and sewer lines, and the acquisition of Right of Way).

*From Dalrock to Chiesa
Estimated project cost is $5.9 million.  The County will contribute 50% and the City of Rowlett will fund the other 50%.
Design complete; possible scope changes coming from city to focus on intersection of Miller @ Chiesa.

*Miller Road Bridge over Rowlett Creek – future joint project with City of Garland and City of Rowlett
Estimated project cost is $12.4 million with Dallas County contributing $1.2 million, the cities of Garland & Rowlett contributing $622,000 each and the remaining to be funded by RTC and Regional Toll Revenue dollars.

Preliminary design calls to replace existing bridge from 2 lanes to 4 lanes. It is currently in the design phase and expected to be completed by 2014.

 

*Miller Road Bridge over Lake Ray Hubbard – needs replacement Estimated Cost to replace $36 million - there is no funding identified at this time.

Merritt – PGBT to PGBT

Description:

A four lane divided roadway from the Sachse city limit southward to the new PGBT.

 

Cost and Funding:

Total project is $14.2 million. Dallas County and City of Rowlett each will contribute 1.4 million, and the remainder will be funded by RTC with Regional Toll Revenues.

 

Current Status: Construction contract awarded to Tricon, and estimated completion of project is December 2014.
