Low-Income Household Water Assistance Program (LIHWAP)
Dallas County Health and Human Services is now assisting low-income households with paying their water utility bills. To receive assistance, Dallas County residents must meet income eligibility requirements.
Comprehensive Energy Assistance Program (CEAP)
Dallas County Health and Human Services aims to increase the efficiency of energy usage safely for eligible Dallas County residents in low-income households. CEAP provides energy assistance to help residents pay their electric and gas bills.
As part of CEAP, DCHHS prioritizes households with elderly/disabled residents and households with children that are 5 years of age and younger. Statistics show they are the most vulnerable to the high cost of energy. Utility assistance is also provided to households that do not fit the priority group; however, qualifications are based on income.
Repairs to home heating and cooling units will also be provided to our priority household groups as listed above during weather-related crises.
Eligibility for CEAP and LIHWAP
Eligibility is based on the past 30-day income received before the date of application. Eligible households must be at or below 150% of the federal poverty guideline limit.
Applying for CEAP and LIHWAP
Dallas County residents who are interested in applying for CEAP or LIHWAP can call (214) 819-1848 to schedule an appointment or to request to have an application mailed to them.
