DCHHS strives to increase home ownership opportunities in Dallas County for low-to-moderate income families through home buyer education, mortgage counseling and down payment assistance programs.
We also provide counseling, support and education for existing homeowners including: Reverse Mortgage (HECM) loans, Loss Mitigations Foreclosure counseling & Credit counseling.
Home Loan Counseling Center (HLCC) is a HUD Approved Counseling Agency. Counseling services are offered in English and Spanish and are free of charge to anyone interested in home ownership. In accordance with Federal Fair Housing Law it is illegal to discriminate against any person because of race, color, religion, sex, handicap, familial status or national origin.

UPFRONT COST ASSISTANCE PROGRAM (UPCAP)
The UPCAP Program provides closing cost/down payment funds at closing to eligible home buyers. Please see the UPCAP Information Letter below for details.
HOMEBUYER SEMINARS & CLASSES
DALLAS COUNTY HOUSING SECTION 8 HOMEOWNERSHIP PROGRAM
Assists clients who receive the Section 8 Housing Choice Rental Vouched from Dallas County Housing to purchase a home by converting the Rental Voucher to a Mortgage Payment Voucher. This program provides home ownership opportunities to eligible Section 8 program participants. Section 8 program participants can transfer their rental voucher to a home ownership voucher. LOSS MITIGATION / FORECLOSURE COUNSELING
Individual counseling for reducing the prospect of foreclosure by reviewing the home owners mortgage loan, the cause of being in default, examining the financial status of the borrower (budget), and helping the home owner communicate with their mortgage lender.

REVERSE MORTGAGE / HOME EQUITY CONVERSION MORTGAGE (HECM)
We do in-office counseling for Home Equity Conversion Mortgages which allow seniors to convert the equity in their home to cash or monthly payments back to the home owner. Borrowers must be at least 62 years old or older.
