Before joining DCSO, Sowell served a short stint with Brazos County as a Compliance specialist and Internal Affairs Investigator. Sowell has served as the Jail Administrator for Bell and Webb Counties.<\/p><p>Sowell has over 28 years of law enforcement experience. He began his career in 1996 as a jailer with a private correctional facility, where he rose through the ranks quickly. In 2005, Sowell joined the Lamb County Sheriff\u2019s Office as the Jail Administrator, later moving to patrol. During his tenure with Lamb County, Sowell worked in narcotics, warrants, hostage negotiators, and K-9 interdiction specialists.<\/p><p>In 2015, Sowell was called to serve as a State Inspector with the Texas Commission on Jail Standards. He was assigned to Detentions, Court Services, and Warrant Execution.<\/p><p class=\"MsoNormal\">Deputy Roel Salas was promoted to the rank of Senior Sergeant in 2008. While in that rank, he served as a first-line supervisor in the Freeway Management Division, Court Services, and Personnel Section.<\/p><p class=\"MsoNormal\">In 2016, he was promoted to Lieutenant and assigned to the Technical Services Intake Section, the Court Services Communications Section, and the Training Academy\/Range Master.<\/p><p class=\"MsoNormal\">In 2023, he was promoted to Captain and was assigned to the Professional Standards Division.<\/p><p class=\"MsoNormal\">In 2026, Captain Salas was honored to be chosen as a Chief Deputy by Sheriff Marian Brown. He has been certified or licensed as a Drug Evaluation and Classification Expert, Breath Test Operator, Standardized Field Sobriety Testing Instructor, LIDAR Instructor, OC Instructor, Less-Lethal Instructor, Chemical Agent Instructor, and Forensic Hypnotist. He holds certifications from the Texas Commission on Law Enforcement as an Instructor, Firearms Instructor, Patrol Rifle Instructor, and Sub-Machinegun Instructor. He has completed training courses in an eclectic range of topics, ranging from Criminal Profiling to Hostage Negotiation to Homicide Investigation. He has held or holds factory armorer courses for roughly two dozen weapon platforms.
