Hon. John F. Warren Hon. John F. Warren graduated from Southern University in Baton Rouge, Louisiana in 1984 with a Bachelor’s Degree in Political Science and was elected as County Clerk for Dallas County January 2007. He has now been employed with Dallas County for twenty-two years and has served in various administrative capacities. From 1993 to 1997 he served as a court manager and administrator in the county courts at law. From 1998 through 2006 he served as a court administrator and systems administrator for the Dallas County Civil District Courts.

His primary focus for the County Clerk’s office has been to implement technology to create efficiencies that save taxpayer dollars and to improve customer service while making the office accessible 24 hours a day in a virtual environment.

Mr. Warren has executed programs to protect citizens from identity theft and property fraud, a paperless court system for the civil probate and county criminal courts, a new document management system that allows the public to access court records easily, a state-of-the-art recording system for land and vital records, and has digitized all real estate records available online from 1846 to current, as well as commissioner’s court records.

He serves on the Texas Judicial Committee for Information Technology, County and District Clerk’s Association Legislative Committee. He is a member of the Texas Association of Counties Leadership Foundation, Property Records Industry Association (PRIA), Property Records Education Partners (PREP), Finance Committee, National Association of Counties and the Board of Directors for the Dallas Central Appraisal District.

He is also a past chair of the Texas Association for Court Administration and was an active member of the Texas Association for Court Administration as both Chair and Board of Directors.
