The promotion of a healthy community and environment starts here! Dallas County Health and Human Services understands the importance of taking care of people on multiple levels, our social programs under the DCHHS Human Services branch are just as important to maintaining the health of Dallas County Residents as our clinical care.

These services are available to all qualifying Dallas County residents and include energy assistance, home loan counseling, housing assistance, older adult services, weatherization assistance, and welfare. Comprehensive Energy Assistance Program (CEAP) 

Dallas County Health and Human Services aims to safely increase the efficiency of energy usage for eligible Dallas County residents in low-income households. CEAP provides energy assistance to help residents pay their electric and gas bills. As part of CEAP, DCHHS prioritizes households with elderly/disabled residents and households with children that are 5 years of age and younger.

Home Loan Counseling 

DCHHS strives to increase home ownership opportunities in Dallas County for low-to-moderate income families through home buyer education, mortgage counseling and down payment assistance programs. We also provide counseling, support and education for existing homeowners including:  Reverse Mortgage (HECM) loans, Loss Mitigations Foreclosure counseling & Credit counseling. Home Loan Counseling Center (HLCC) is a HUD Approved Counseling Agency.  Counseling services are offered in English and Spanish and are free of charge to anyone interested in home ownership.  In accordance with Federal Fair Housing Law, it is illegal to discriminate against any person because of race, color, religion, sex, handicap, familial status, or national origin.

Dallas County Housing Agency 

Dallas County Health and Human Services offers multiple housing assistance programs that accommodate the needs of Dallas County residents as they progress from renting to owning their own home.

Older Adult Services 

DCHHS Older Adult Services Program offers socializing opportunities and more independence for Dallas County residents 60 years and older. In addition, we provide physical and mental fitness activities, health and wellness programs, benefits counseling, community engagement, social and recreational activities as well as a number County resources and assistance programs. 

Weatherization Assistance Program  (WAP)

The purpose of this program is to reduce household energy usage, address health and safety needs, and to offer minor home repairs through the installation of approved weatherization materials.

Welfare Assistance

Dallas County Health and Human Services provides short-term emergency financial assistance to eligible Dallas County residents. DCHHS' program functions as a safety net for indigent residents who are currently medically unable to work. Medical and income verification will be required at your appointment. The county's welfare program is temporary and serves to assist residents until they can return to work or until they are able to gain assistance from other resources.
