Sheriff Marian Brown was sworn in as Sheriff of Dallas County on January 1, 2019. Sheriff Brown is the first African-American Sheriff in Dallas County and one of only five African-American female sheriffs in the United States. Sheriff Brown began her career in law enforcement in 1988 with the Duncanville Police Department. She was a pioneer, in that she was the first African-American female hired by the Duncanville Police Department.

Executive Chief Deputy Patrick Bonner - Patrick Bonner is a lifelong resident of Dallas, Texas graduating from Skyline High School. Patrick Bonner began his law enforcement career 29 years ago with the Dallas County Sheriff’s Office. Assist Chief of the Enforcement Bureau, James Spencer. In 1987, he joined the Texas Department of Public Safety- Highway Patrol and graduated from the DPS Academy as a State Trooper. After 7 years as a patrolman, he entered the promotional process. He continued in the promotional process all the way up through the ranks of Highway Patrol Major (commander), commanding over 600 troopers.
Assistant Chief Deputy Raymond Williams oversees the Investigations Bureau, including the Criminal Investigations, Special Investigations, K-9, the Sheriff’s Department Training Academy, and the Personnel Section. He began his career in law enforcement on August 01, 1988, as a Detention Service Officer with the Dallas County Sheriff’s Department.

Chief Deputy Office of Detention Services, Shane Sowell
Chief Deputy Shane Sowell has been employed with the Dallas County Sheriff’s Office since January 2025. Before joining DCSO, Sowell served a short stint with Brazos County as a Compliance specialist and Internal Affairs Investigator. Sowell has served as the Jail Administrator for Bell and Webb Counties.
Sowell has over 28 years of law enforcement experience. He began his career in 1996 as a jailer with a private correctional facility, where he rose through the ranks quickly. In 2005, Sowell joined the Lamb County Sheriff’s Office as the Jail Administrator, later moving to patrol. During his tenure with Lamb County, Sowell worked in narcotics, warrants, hostage negotiators, and K-9 interdiction specialists.
In 2015, Sowell was called to serve as a State Inspector with the Texas Commission on Jail Standards. Sowell was assigned to sixty counties and was responsible for ensuring compliance with state standards, providing technical assistance, and providing training throughout the State of Texas and on the Federal level.
Sowell is a graduate of the National Jail Leadership Command Academy (Class #32) at Sam Houston State University in Huntsville, Texas.
Sowell currently serves on the Board of Directors of the Texas Jail Association.

Chief Deputy Roel Salas is over the Support Services Bureau. Roel Salas began his law enforcement career in 1994 as a Detention Service Officer with the Dallas County Sheriff’s Office. He was sworn in as a Deputy Sheriff in December of 1996. He was assigned to Detentions, Court Services, and Warrant Execution.
Deputy Roel Salas was promoted to the rank of Senior Sergeant in 2008. While in that rank, he served as a first-line supervisor in the Freeway Management Division, Court Services, and Personnel Section.
In 2016, he was promoted to Lieutenant and assigned to the Technical Services Intake Section, the Court Services Communications Section, and the Training Academy/Range Master.
In 2023, he was promoted to Captain and was assigned to the Professional Standards Division.
In 2026, Captain Salas was honored to be chosen as a Chief Deputy by Sheriff Marian Brown. He is currently assigned to the Special Services
Graduate of the School of Police Supervision- Institute of Law Enforcement Administration 2017.

Assistant Chief Deputy Office of Support Services Paul Lehmann He started his career with the Texas Department of Criminal Justice before joining the Dallas Sheriff’s Office in 1992. He has worked assignments at the West Tower, North Tower, Intake, Release, and the now-closed Government Center and Old Jail. He has also served assignments in Patrol, Traffic, Internal Affairs, and Training and served as the Sheriff’s Office Rangemaster for more than a decade. During his time as a Deputy and Sergeant in General Services, he was one of the Department’s leaders in DWI enforcement.
Chief Lehmann’s career path has led to a variety of certifications. He has been certified or licensed as a Drug Evaluation and Classification Expert, Breath Test Operator, Standardized Field Sobriety Testing Instructor, LIDAR Instructor, OC Instructor, Less-Lethal Instructor, Chemical Agent Instructor, and Forensic Hypnotist. He holds certifications from the Texas Commission on Law Enforcement as an Instructor, Firearms Instructor, Patrol Rifle Instructor, and Sub-Machinegun Instructor. He has completed training courses in an eclectic range of topics, ranging from Criminal Profiling to Hostage Negotiation to Homicide Investigation. He has held or holds factory armorer courses for roughly two dozen weapon platforms. He is a member of the International Association of Law Enforcement Firearms Instructors and the International Law Enforcement Educators and Trainers Association.
He is a 2017 graduate of the Center for American and International Law’s School of Executive Leadership.
Chief Lehmann also holds an FAA commercial airman’s certificate and has experience flying as a Captain for an FAA Part 135 commercial air carrier. He attended Embry-Riddle Aeronautical University.

Assistant Chief Deputy Eddy Herrera - Eddy Herrera began his law enforcement career in 1990 as a detention officer with the Dallas County Sheriff’s Department.
He was sworn in as a deputy sheriff in March of 1995. He was assigned to Detentions, Warrant Execution, Personnel, Court Services, Patrol, and Internal Affairs.
Assistant Chief Deputy Debra Williams – Debra Williams began her law enforcement career in 2001 as a Detention Service Officer with the Dallas County Sheriff’s Department.
She served as a Detention Service Officer at both George Allen and the North Tower Facilities.

Annissa Obasi is one of two Legal Advisors for Dallas County Sheriff Marian Brown. She has over 25 years of cross-industry experience in the legal, government, non-profit, and corporate arenas. She earned her law degree from Texas Wesleyan University School of Law, where she was a published member of the law review.
As a former Dallas County Assistant District Attorney, Ms. Obasi handled matters concerning defendants with mental health, substance, and/or alcohol use issues. She tried a half dozen Civil Commitment of Sexually Violent Predator cases, represented the State in hundreds of hearings, and briefly served as the county’s public records attorney. Before and after her tenure as a prosecutor, Ms. Obasi’s practice areas included criminal defense, juvenile justice, and litigation.
MarQuite' Mayes serves as a Legal Advisor for the Dallas County Sheriff's Department. Her career in the criminal justice system has included multiple roles. As an Assistant District Attorney, she handled misdemeanor and felony cases and served as the lead prosecutor on complex drug trafficking cases referred to the District Attorney's Office by the Drug Enforcement Administration (DEA). She later entered private practice, where she founded and managed her criminal defense firm, representing both retained and court-appointed clients.
Chanel Williams is the Community Relations Officer for Dallas County Sheriff Marian Brown. In this role, Ms. Williams leads the agency’s outreach efforts across Dallas County by building trusted relationships between the Sheriff’s Office and the communities it serves. She develops and coordinates initiatives that promote transparency, civic involvement, and collaborative partnerships with residents, faith-based organizations, schools, businesses, and nonprofits.
With nearly a decade of experience working in local government and community-centered roles, Ms. Williams brings a strategic lens to public service. Prior to joining the Sheriff’s Office, Ms. Williams supported the City of Dallas Office of Equity & Inclusion, where she led citywide community engagement initiatives and organized large-scale events including resource fairs, cultural celebrations, and educational symposiums. A longtime advocate for social impact and volunteerism, Ms. Williams continues to work alongside nonprofits across the region to advance community wellness, civic participation, and access to services.
Doug Sisk is the Public Information Officer for the Dallas County Sheriff's Office. Doug started with the Dallas County Sheriff's Office in December 2022. Doug served as a police officer for the City of Duncanville for more than 35 years; during that time, he worked patrol, was one of the original SWAT Team members, and was the first K-9 Officer for Duncanville.
During his time in Duncanville, he served various positions working patrol, K-9, SWAT, Auto Theft Task Force, Crime Prevention/Community Relations, and Public Information Officer for the Duncanville Police Department.
