Randall Miller is Dallas County’s first-ever Chief Privacy Officer, brought onboard in 2023 as the County Judge and Commissioners Court recognized the growing need for an advanced focus on the handling, privacy, and protection of Dallas County residents’ personal information.

Mr. Miller is charged with managing Dallas County’s privacy obligations, policies, and practices. His responsibilities include overseeing the County’s compliance with both state and federal privacy laws relating to regulated and confidential data held by the County. As Chief Privacy Officer, he will also investigate informational privacy concerns and, as appropriate, any data breaches the County experiences.

The Chief Privacy Officer maintains ongoing coordination with all county departments to ensure that the privacy of Dallas County residents – and their private information – are protected.

As the Chief Privacy Officer for Dallas County, Randall Miller is responsible for steering the county’s data security efforts to ensure compliance with CJIS (criminal justice information), HIPAA (medical information), PII (personally identifiable information), and PCI (payment card industry) regulations.  

Before being appointed the Privacy Officer, Randall Miller, spent 13 years as both a criminal prosecutor and a civil county attorney. He has spent the past decade handling privacy concerns for Dallas County as an attorney with the Civil Division of the District Attorney’s Office. Mr.  Miller graduated from the University of Texas at Arlington with a Bachelor of Arts in History in 2005 and graduated from the South Texas College of Law with his Doctor of Jurisprudence in 2008.
