Dallas County Office of Homeland Security & Emergency Management (HSEM) is a function of Dallas County government. HSEM is responsible for management of a county-wide emergency management program, homeland security program, manages the county emergency operations center (EOC), works with municipalities, state/federal agencies, partners, NGO, volunteer groups and others to provide emergency protective actions for the 2.6 million residents of Dallas County, Texas.

The Biden Administration has approved the addition of Dallas County to the Presidential Disaster Declaration ensuring that residents who were impacted by last week’s severe weather are eligible to apply for the Federal Emergency Management Agency (FEMA) Individual Assistance program. Individual Assistance opens the door for FEMA to aids homeowners and renters for damage and losses not covered by insurance.

The Individual Assistance program funding assists with expenses such as temporary housing, emergency home repairs, uninsured and underinsured personal property losses, disaster legal services, disaster unemployment assistance, and medical, dental, and funeral expenses caused by the disaster. To apply, homeowners and renters can:

  • Go online to disasterassistance.gov/
  • Download the FEMA App for mobile devices
  • Call the FEMA helpline at 1 (800) 621-3362 between 6 a.m. and 10 p.m. Help is available in most languages. If you use a relay service, such as video relay (VRS), captioned telephone or other service, give FEMA your number for that service.

Reporting Damages: Homeowners, renters, or businesses impacted by severe weather may use the QR code to report their damages through the Texas Department of Emergency Management’s iSTAT tool. Visit https://damage.tdem.texas.gov/.

FEMA is opening Disaster Recovery Centers in Dallas County on June 15 to provide one-on-one help to Texans affected by the severe storms, tornadoes, flooding and straight-line winds April 26 - June 5.

The centers are located at:

Network of Community Ministries (1500 International Pkwy., Suite 300 Richardson, TX 75081)

All centers operate from 7 a.m. to 7 p.m. every day. To find the center location nearest you go to fema.gov/drc.
