Current Role & Responsibilities

Bianca Hernandez serves as the Systems and Applications Analyst for the Dallas County Public Defender’s Office, where she oversees the continuous enhancement, integration, and maintenance of the office’s case management system. She works to ensure the system supports the department’s operational needs and long-term strategic goals while providing reliable, secure, and efficient technology solutions for staff.

As the primary technical liaison between the Public Defender’s Office, Dallas County Information Technology, and external vendors, Bianca manages system improvements, database structures, system security, and advanced troubleshooting. Her work focuses on developing scalable, data-driven solutions that streamline workflows and support the delivery of high-quality legal services.

Education & Background

Bianca began her career with Dallas County in 2011 and has been a dedicated member of the Dallas County Public Defender’s Office since 2014. Throughout her career, she has held positions within the Dallas County District Clerk’s Office, the Fifth District Court of Appeals, and the Public Defender’s Office’s Appellate Division and Actual Innocence Exoneration Unit. These experiences have provided her with a comprehensive understanding of the criminal justice system, legal operations, and case management processes.

She earned a Bachelor of Applied Arts and Sciences from the University of North Texas and later completed a Master of Science in Business Analytics, with a minor in Cyber Security, from Texas A&M University–Commerce. Bianca is also a graduate of the Dallas County Leadership Academy and the National Association of Counties High Performing Leadership Academy, where she further developed her leadership and organizational management skills.

Her goal is to empower attorneys and staff with reliable technology that allows them to focus on what matters most—providing holistic, client-centered representation to those they serve.
