Current Role and Responsibilities
Jimmy Spurger serves as the Chief Investigator for the Dallas County Public Defender's Office, a position he has held for the past eleven months. He leads the office's Investigative Division, overseeing a team of fact and mitigation investigators who support attorneys in providing high-quality legal representation to clients throughout Dallas County. As Chief Investigator, Jimmy is responsible for the supervision, training, and professional development of investigative staff while helping ensure that each case receives thorough, strategic, and client-centered investigative support. He works closely with attorneys, investigators, mitigation specialists, and other partners to promote a proactive approach to fact and mitigation investigations and to advance the mission of the Public Defender's Office.
Education and Professional Background
Jimmy earned a Bachelor of Business Administration degree from Northwood University. Before joining the Dallas County Public Defender's Office, Jimmy spent more than twenty years in law enforcement, specializing in homicide investigations and crimes against persons. During the final ten years of his law enforcement career, he served with the Dallas County District Attorney's Office, where he supervised investigations within the Child Abuse and Family Violence Division. Jimmy has served with the Dallas County Public Defender's Office for more than thirteen years. The majority of his tenure was spent in the Capital Murder Division, where he conducted fact and mitigation investigations in some of the most complex and serious criminal cases handled by the office. His experience includes investigating guilt-innocence issues, developing mitigation evidence, locating and interviewing witnesses, and working alongside attorneys and experts as part of multidisciplinary defense teams.
Certifications and Areas of Expertise
Jimmy holds a Texas Master Peace Officer Certification and is a Certified Fraud Examiner (CFE). He is also a certified instructor through the Texas Commission on Law Enforcement (TCOLE). In the field of criminal defense investigation, Jimmy is a Criminal Defense Specialist certified through the Criminal Defense Investigation Training Council (CDITC). He has also completed advanced capital defense training through the Bryan R. Schechmeister Death
Penalty College. His professional areas of expertise include homicide investigations, crimes against persons, child abuse and family violence investigations, capital murder defense investigations, fact and mitigation development, witness interviewing, investigative leadership, and complex case analysis.
