The Manager Effectiveness Program (MEP) is Dallas County's mandatory leadership development curriculum for managers and supervisors. The program provides training in workplace compliance, employee management, and leadership effectiveness to help leaders successfully navigate their responsibilities and support a high-performing workforce.

10 Required Courses
Workplace compliance, management, and leadership development courses designed specifically for Dallas County managers and supervisors.

3 Learning Tracks
Workplace Compliance, Workplace Management, and Manager Effectiveness provide a structured leadership development path.

12-Month Completion Period
Participants have up to 12 months to complete all required program requirements and courses.
The Manager Effectiveness Program provides managers and supervisors with the knowledge and skills needed to effectively lead teams, manage employee performance, ensure policy compliance, and foster a positive workplace culture.
The program is intended for:
- Managers
- Supervisors
- Team Leads with supervisory responsibilities
- Newly promoted leaders
Participation is required for employees with direct supervisory responsibilities.
Workplace Compliance
Training focused on County policies, employment law, and workplace compliance requirements.
Workplace Management
Training focused on employee management, leave administration, hiring, and performance management.
Manager Effectiveness
Training focused on leadership development, communication, conflict resolution, and team performance.
Eligible participants will be assigned to the program through Oracle Learning. Participants can access assigned courses, register for instructor-led sessions, and track completion progress directly within Oracle Learning.
Participants are expected to complete all required courses within 12 months of assignment. Courses may be completed as they become available throughout the program year.

Participants are expected to complete all required courses within 12 months of assignment. - Will completed courses appear in my learning transcript?
Yes. All completed courses will be recorded in Oracle Learning. - What happens if a course has not yet been released?
You may continue completing available courses while waiting for future releases. The Course Availability section will identify upcoming release dates. - Can previously completed training count toward program requirements?
Certain courses may satisfy program requirements if completed within an approved timeframe. Contact Training & Development for guidance. - How will I know when new courses become available?
Notifications will be sent through traininghr@dallascounty.org, Oracle Learning, and County communications.
