Health & Prescription Benefits

Behavioral Health Coverage

Sometimes a little extra help can go a long way. Your benefits include behavioral health support provided by BCBSTX with some resources that can be accessed right at home. From everyday challenges to more serious issues, support is on your side.

Dental Coverage

Dallas County participates in The Public Employees Benefits Cooperative (PEBC) along with other city and county agencies. Employees can choose from the Delta DHMO Dental Plan or the Delta PPO Dental Plan with access in-network and out-of-network benefits.

Employee Assistance Program (EAP)

The Employee Assistance Program (EAP) is completely confidential and is provided to active employees at no cost, regardless of the medical plan you selected. Even if you opt out of medical coverage, the EAP is available to you.

Flexible Spending / HSA Accounts

Dallas County offers both Flexible Spending Accounts (FSA) and Health Spending Account (HSA), dependent on the health insurance plan you choose. Both use pretax salary dollars to pay for these expenses often at significant savings for your family.

Medical Plan

Dallas County offers medical insurance to full time employees so they can enjoy peace of mind and afford the medical care they need to remain healthy, happy, and productive.

Prescription Plan

Prime Therapeutics is Dallas County's prescription benefit manager. Their role is to help employees get the medicine they need to feel better and live well.

Vision Coverage

Enrollment in Dallas County's vision plan is optional. Benefits are available to full time employees only.

Retirement Benefits

 

Retirement Benefits Information

Dallas County employees participate in the Texas County and District Retirement System (TCDRS). TCDRS currently has assets of over $16 billion and handles the retirement program for Texas counties and special districts. The program is mandatory for all full-time and some part-time employees of Dallas County.

We also have an optional Deferred Compensation Program, Nationwide Retirement Solutions, a 457 plan.

Disability Insurance - Long Term

If your income stops due to a disabling injury or illness, how will you pay your mortgage, your household bills, and the everyday living expenses for you and your family? Dallas County offers long-term disability to help employees protect themselves and their loved ones from financial risks and uncertainties surrounding a disability.

Disability Insurance - Short Term

Help protect what you work so hard to build. With most Colonial Life insurance products benefits are paid directly to you, unless you specify otherwise. You can continue coverage with no increase in premium when you retire or change jobs.

Life Insurance

Group Life Insurance from The Harford offers valuable financial protection to you and your family.

 

 

Other Programs

Catastrophic Sick Leave

The Dallas County Commissioners Court has established a sick and vacation leave pool under Subchapter E, Section 157.071 et seq. of the Texas Local Government Code. This policy allows County employees to voluntarily donate their accrued sick and vacation leave to a shared pool, providing critical support to colleagues facing financial hardship due to a catastrophic illness or injury affecting themselves or an “eligible family member.” Contributions to the pool are encouraged, as it is made up entirely of donated sick leave from other Dallas County employees.

Child Stipend Pilot Program

Dallas County is excited to announce the official launch of the New Child Care Stipend Pilot Program, aimed at supporting our eligible full-time employees with young children by helping ease the cost of quality child care..

Continuing Education

Dallas County offers a Continuing Education/Self-Education Program that is designed to provide qualified employees the opportunity to enhance their skills. All eligible Dallas County employees working in departments that report to the Commissioners Court are allowed to spend up to five hours each workweek engaging in education and development as an employee benefit. An elected official may opt into the Continuing Education/Self-Education policy by notifying the Director of Human Resources.

Public Service Loan Forgiveness

The Public Service Loan Forgiveness Program (PSLF) was established to encourage individuals to work in public service by forgiving the remaining balance of their Direct Loans after they have made 120 qualifying payments while employed by a qualifying employer. If you’re employed by a government or not-for-profit organization, you might be eligible for the PSLF Program. The PSLF Program forgives the remaining balance on your Direct Loans.

 

 

Retiree Programs

Thinking About Retiring?

So, you are thinking about retiring, make sure you review your employer’s retiree health plan policies before you retire. Your employer offers retiree health benefits, but retiree health benefits cost more than your active employee coverage.

Retiree Plan Information

Retiree plans for Dallas County employees are managed through the Public Employee Benefits Cooperative (PEBC). Plans offered cover retirees 65 and younger as well as 65 and older.

Medicare Eligible Retiree Plan Information

Dallas County offers both PPO (MPO) and HMO (PMA) plans based on eligibility. When you enroll in the Blue Cross and Blue Shield of Texas Medicare Advantage PPO (MPO) or Medicare Advantage HMO (PMA) plan, you are automatically enrolled in a Medicare-approved Part D prescription drug benefit offered through Blue Cross and Blue Shield of Texas.

Premium Payment Information

Monthly payment for retiree benefits is due on the first day of the month and the grace period expires 30 days later. An automatic premium payment program (auto-pay) is available.
