The Texas Tier 2 Report is an annual hazardous chemical inventory that provides detailed information on chemicals that meet or exceed specified reporting thresholds at any time during a calendar year. The Tier 2 filing period for the previous calendar year opens on January 1 and closes on March 1.

  • Reports must be submitted to the Texas Commission on Environmental Quality (TCEQ) using the State of Texas Environmental Electronic Reporting System (STEERS) program. 
  • The Dallas County LEPC will accept electric files in zip or PDF format.
  • To submit your report, plans, and site maps to the Dallas County LEPC you may do so:

    • via certified mail to 2121 Panoramic Circle, 2nd Floor, Suite 240, Dallas, TX 75212 addressed to Dallas County LEPC.

    Contact information for Dallas County LEPC in the event of a spill that meets Reportable Quantity (eCFR :: 40 CFR 302.4 -- Hazardous substances and reportable quantities.) occurs at your facility:

    In addition to providing that immediate initial notification to the LEPC a facility must also provide a comprehensive report of the response to the incident/spill within the next 30 business days. This report should include details about the incident, actions taken to mitigate its effects, any environmental concerns, and the overall response strategy and can be submitted via email or certified mail as provided above to the LEPC.
