Title Check: Via Title Check, a buyer can select an approved provider, to check the Vehicle Identification Number (VIN) of a vehicle to find out if it is salvaged, rebuilt, or was damaged in a flood.
To register a foreign vehicle in Texas requires:
- Ownership evidence (title or registration receipt)
- VIR from a passing state inspection
- Form VTR-68-A (Application for Assigned or Reassigned VIN)

- Proof of liability insurance meeting State of Texas minimum requirements.
- Weight Certificate (for commercial vehicles in excess of 10,000 pounds, titled trailers and semi-trailers, and motor homes)

- If the ownership and description of a vehicle cannot be determined or there is doubt regarding information on a foreign document, a translation into the English language is required. The translation must contain a notarized or acknowledged affidavit from the translator, including the name and address of the translator.

Mechanic's Lien
All mechanic’s liens must be filed at the main Dallas County Tax Office at 500 Elm Street, Suite 1200, Dallas, TX 75202. Requirements to file a mechanic’s lien in Dallas County:
- The mechanic shop or mechanic repairing the vehicle must be located in Dallas County.
- A vehicle inquiry receipt.
- A signed work order.
- Federal Tax ID number (EIN) or social security number for person filing the lien.
- $25 administrative fee to the County.
- Cash, check, credit or debit is accepted.
- Government issued identification for the person filing the lien.
- Certified letters notifying the owner(s) and lienholder(s) of the charges due.

Storage Lien
- Licensed Vehicle Storage Facility Lien Foreclosure
- Please refer to the storage lien foreclosure procedures provided on page two of this form.
- Self-Service Storage Facility Lien Foreclosure
- This procedure can be used only if the self-service storage facility (lessor) has a written lease or rental agreement with the tenant (lessee), which addressed the sale and disposition of the property. In addition, a determination must be made as to where the vehicle was last registered. Ownership can only be obtained through a court order if a written rental/lease agreement is unavailable or if no determination can be made as to where the vehicle was last registered.
- A copy of the agreement, dated and signed by both the tenant (lessee) and landlord (lessor) is required. The agreement must contain terms, printed or underlined in conspicuous bold print, which address the sale and disposition of the property. The lien is not enforceable unless the sale and disposition of the property is authorized in a written agreement.

- Storage Lien for Abandoned Vehicle or Private Tow
- For a vehicle obtained on or after September 1, 1999
- If unable to determine where the vehicle was last registered, this method of disposal of the vehicle cannot be used. Disposal of the vehicle must be made by court order through a court of competent jurisdiction.

Salvage and Non Repairable Vehicles
A salvage or non repairable vehicle may not be operated on public roads. Any existing registration on a vehicle becomes invalid upon notification by the insurance company or the owner voluntarily designates the vehicle as a salvage or non repairable vehicle. A vehicle issued a non repairable vehicle title on or after September 1, 2003, may not be rebuilt or retitled, and may not be issued any form of registration.
