Firstly, I would like to thank everyone who attended our Coppell Town Hall in March. We had great presentations by Public Works on the projects underway for Coppell as well as a description of the County’s planned expenditures with the ARP (American Rescue Plan) funds from County Administration.

I am very proud of my team for putting together these events that have served the community well. The purpose is to educate our constituents on the role of County government and the specifics of projects and programs affecting their communities. We rotate general topics and add at least one “hot-button” issue for these events. I am open to any suggestions or requests for specific topics to be addressed in a Town Hall in your community.

Graduations will soon be upon us, and we are preparing to recognize and celebrate the accomplishments and resilience of our students around the district.  Our valedictorians and salutatorians certainly deserve praise for their hard-won academic recognition. But it is incumbent upon our entire community, not just the parents and teachers, to distinguish this class of graduates as one that is unique, having suffered some of the greatest effects of the pandemic, and yet, have persevered. My hope is that, throughout their lives, they remember tough times come and go, and that they are equipped to weather the storm and emerge stronger on the other side.

Lastly, this week begins Early Voting for many ISD races and two Dallas College Board of Trustee district seats in Dallas County. There are also two important constitutional amendments on the ballot. I encourage you to voice your opinion by casting your vote either this week during Early Voting or on Election Day, May 7.

Also, be aware that Elections Administrator Scarpello was allowed under the Secretary of State’s interpterion of the election code to recommend a polling site consolidation plan for Election Day on May 7. Only 39 sites were approved as part of this consolidation effort, for a total of 428 county-wide, which is still more than any other county in Texas, including Harris and Tarrant counties. 19 of the 39 sites (listed in a separate article) are in District 2; however, another location is within one mile to ensure easy access to a polling center.

While we voted in Commissioner’s Court to consolidate 39 voting locations for the May 7 election, this is just the tip of the iceberg. Failing to reduce sites more significantly will lead to tremendous inefficiency in County resources, poor service to the citizens with the Elections Department stretched thin and additional cost passed on to the cities holding their municipal elections. This will be an ongoing issue in Dallas County and one that I will continue to strive to advance. I have great confidence in Mr. Scarpello and hope we can better aid him in his efforts, as they have been consistently aligned with making voting easier and more efficient for our residents.

Remember to Vote in the May Elections

The next election will be held Saturday, May 7. This will be a Constitutional Amendment and Joint Municipal Election. Early voting is underway and concludes on Tuesday, May 3. For more information about voting locations or to look up a sample ballot for this election, visit Dallas County, TX Elections (dallascountyvotes.org)

The run-off election for the March 1 Primary will be Tuesday, May 24.

As a further incentive to get involved in the elections process, the Elections Department has increased the wages for Election Poll Workers, Field Support, and Phone Bank Workers. The new wages are as follows
  • Early Voting Judge: $17.69 / hour
  • Election Day Judge: $20 / hour
  • County Inspector Pay: $25 / hour
  • Technician Pay: $25 / hour
  • Set Up Assistance Team (S.U.A.T) $25/ hour
  • Phone Bank: $25 / hour

As part of the effort to consolidate voting centers with low turnout that are also within a mile or two of another voting location, the following 19 sites in District 2 will NOT be open for the May 7 and May 24 elections:

March Primary Election Recap
Election Day for the Joint Primary in Dallas County was March 1. This year, there was a total of 214,772 ballots cast County-wide. Consistent with the previous March Primaries in 2018 and 2020, District 2 had great voter turnout with 69,458 ballots cast, accounting for 32 percent of total votes. Early voting for the election lasted two weeks beginning Feb 14 and ending Feb. 25. 48 percent of all voters in Dallas County cast their ballots during Early Voting and the remaining 52 percent cast theirs on Election Day.
 
New Artwork at North Dallas Government Center Showcases Our Dallas History
Our long-awaited artwork inside the North Dallas Government Center was finally installed a few weeks ago!  Among the displays are portraits of William Walter Caruth and his wife Mabel – one of the oldest philanthropic families in Dallas, who owned a large portion of land that is now located in District 2; a spotlight on Southern Methodist University (SMU); and a collage of pictures that highlight some of the historical locations throughout the district. 

Our goal for this project was to highlight the rich history of Dallas County. Although most people recognize SMU as the center point of our district, there are some hidden gems that people may not be as familiar with, such as the tree in Coppell that Sam Houston camped under in 1843 while waiting to negotiate a peace treaty with local Native American tribes. So, if you are ever at the North Dallas Government Center, be sure to stop and take a look at the displays located on the first and third floors. 

 
Transportation News: Road & Bridge District 2
Over the next nine to 12 months, several Road and Bridge projects will be underway throughout District 2. These projects are coordinated in partnership with the respective city to ensure our roads are well maintained or improved where needed. County funds for Road and Bridge projects stem from the $10 Road and Bridge fee paid as part of the annual vehicle registration.

As part of the process, cities in Dallas County identify the roads needing improvements and request Road and Bridge funds from the County to help defray the cost. This year, Commissioner Koch budgeted $5.6 M for road maintenance projects throughout District 2. Below is a short list of the planned projects scheduled to begin this summer. As projects get started, we will provide updates on progress and what to expect.

Court Update

The Muslim-Jewish Advisory Council made an impactful presentation about the underreporting of hate crimes in Dallas County during Commissioner’s Court on April 19.

Featured (L to R) are Harriet Whiting, Muslim-Jewish Advisory Council member and American Jewish Committee Dallas President; Commissioner Koch; Joel Schwitzer, American Jewish Committee Dallas Regional Director; Humera Khan, National Muslim-Jewish Advisory Council; and Jenna Jabara, Khalid Jabara Foundation.

It was a privilege to recognize the City of Richardson’s City Manager Dan Johnson for his 45 years of service in municipal government in Commissioner's Court on March 8. Dan came to the City of Richardson 25 years ago to serve as Deputy City Manager before becoming City Manager in June of 2012. Prior to his tenure with the City of Richardson, Dan served the City of Carrollton as Deputy City Manager for eight years and City Manager for three years. Dan officially retired on February 28, 2022. On hand to help celebrate this momentous occasion were his wife Tina, new City of Richardson City Manager Don Magner and City of Richardson Mayor Paul Voelker.

Coppell Town Hall

We had a great Town Hall at the Coppell Senior Center on Thursday, March 24. Special thanks to the City of Coppell and Council Members Don Carroll (Place 3) and Biju Mathew (Place 6). County staff members, Assistant Director of the Program and Engineering Management Division for Public Works Jonathan Toffer and Assistant County Administrator of Government Affairs Charles Reed, delivered informative presentations on public works projects in Coppell and how ARPA (American Rescue Plan Act) funds are spent in Dallas County.

Richardson Chamber Growth and Mobility Lunch Series
Commissioner Koch enjoyed hearing the new City Manager of Richardson Don Magner at the Richardson Chamber Growth and Mobility Lunch Series. After a short introduction by Dan Warfield of Halff Associates and Richardson Chamber Board of Advisors, Don shared his vision and priorities for Richardson. People who live and work in Richardson have much to look forward to as Don identifies new strategies and economic development plans for the community. We look forward to working with him and his team on a number of partnership opportunities.
