The Public Integrity Unit investigates complaints from citizens and cases filed by law enforcement agencies pertaining to individuals and organizations that violate the law while operating within the public's trust. The Public Integrity Unit also includes the Civil Rights Unit, which independently investigates officer-involved shootings. 

The Civil Rights Unit is notified of officer-involved shootings, conducts an independent investigation, and then refers the cases to the grand jury. The grand jury ultimately decides whether or not charges are warranted in each case. Public disclosure of grand jury proceedings is prohibited under Texas law.
