State vs. Raphael Jefferson

Murder

Lead: Travis Wiles

2nd Chair: Sasha Stribling

DA Investigator: Duane Glenn

Investigating Agency: Dallas Police Department

The victim was in the car with his 9-month-old child waiting for his child’s mother to get her nails done at the neighborhood nail salon. The defendant, angry about being robbed by the mother the previous night, shot the victim through the car door. The shooting was witnessed by the mother, her sister, and an independent witness. The child’s mother is currently in jail out of state and did not appear at trial.  The sister, whose testimony was accompanied by considerable credibility issues, was the only other person who could identify the defendant as the shooter.  Additional evidence presented at trial assisted the jury in corroborating various elements of the sister’s testimony, ultimately leading to a conviction.

The victim and defendant were a couple and lived together for four months. The murder occurred as they were breaking up and the victim was gathering his things to move out. Two interior BLINK cameras captured footage of the two interacting over the course of the evening but not the shooting itself. The defendant is seen on camera assaulting the victim a few times. Security video provided by the apartment complex shows the defendant pulling the victim back into the apartment by his neck 90 seconds before the 911 call. The defendant claimed that the victim grabbed a butcher knife and tried to stab him leaving him no choice but to shoot in self-defense. Neither had a prior criminal history.

GUILTY and sentenced to 18 years in prison.

State. Vs. Charles Ibarra

Tampering with Governmental Record

Lead: Scott Wells

2nd Chair: London Daniels

DA Investigator: Kevin Feinglas

On February 17, 2021, during an ice storm, the Kay Bailey Hutchinson Convention Center was converted into a homeless shelter for all those without shelter. The Dallas City Marshals Office was assigned to police the center. At approximately 2:00 p.m., Dallas City Marshals were alerted to a women’s bathroom due to an individual possibly smoking a cigarette in one of the stalls. As the Marshals were escorting that person out of the center, Ofc. Charles Ibarra slammed that individual to the ground before arresting him for Disorderly Conduct and Resisting Arrest. In the police reports, Ofc. Ibarra wrote the individual caused a disturbance as he was leaving the center and resisted arrest.

A short time after the arrest, however, the Dallas Police Department received an anonymous tip that Ofc. Ibarra’s report did not list the body camera footage that was available, and Mr. Ibarra used excessive force when making the arrest.  Ofc. Ibarra was indicted for the State Jail Felony of Tampering with Governmental Record. On Friday, March 1, 2024, the jury returned a guilty verdict for the lesser included offense of the misdemeanor charge of Tampering with Governmental Record. He was sentenced to nine (9) months probation with anger management as a condition of his probationary sentence.

GUILTY of Tampering with Governmental Record and sentenced to nine months’ probation with anger management as a condition of his probationary sentence.
