The Five-Phase Project Delivery System
The Five Phase Project Delivery System is an effort to revolutionize ECD's efficiency by focusing more emphasis on project scope definition in the preliminary stages of project development. The project scope is defined in part by incorporating information garnered in a pre-design charrette. At the pre-design charrette, all stakeholders, including city representatives, city and county public officials, utility partners, impacted neighborhood groups, and other necessary public agencies, provide input for the prospective project definition. Therefore, these capital improvement projects are finalizing the design efforts under the primary design phase, getting early completion of right of way acquisition and getting early and constant involvement of utility partners. A new tool for this process is the Indefinite Delivery Quantity (IDQ) contract. Use of IDQ contracts for subsurface utility engineering, surveying and laboratory services will provide critical information at a much earlier stage of project development.
